Who is natural cosmetics wholesale for?

Our wholesale offer is for businesses, not consumers. Typical customers are retailers and concept stores, online shops, gift shops, hotels and spas.

Retailers use our products to add Mediterranean skincare to their range. Hotels and spas source them for guest rooms, treatments or their own boutique. If you want to sell the products under your own name, private label is the more suitable route. How an order runs from enquiry to delivery is explained in our guide to the wholesale process.

What should I check before buying natural cosmetics wholesale?

Ask for samples, the INCI list, label drafts and written terms. Confirm who the Responsible Person is and that the product has been notified in the CPNP.

Under Regulation (EC) No 1223/2009 (EUR-Lex), every cosmetic product on the EU market needs a Responsible Person established in the EU, a Cosmetic Product Safety Report, a Product Information File and a notification in the Cosmetic Products Notification Portal (CPNP). Claims such as ‘moisturising’ must be supported by evidence under Regulation (EU) No 655/2013 on cosmetic claims (EUR-Lex). Also check whether labels are available in the language of your market and whether the remaining shelf life suits your sales.

Are there customs duties on cosmetics from Spain?

Not within the EU. Spain is part of the EU single market, so goods shipped from Spain to other EU countries are free of customs duties.

Between businesses with valid VAT identification numbers, the rules for intra-Community supplies apply. For deliveries outside the EU, customs, labelling and local cosmetics rules of the destination country must be checked per case. Please clarify the VAT treatment of your purchase with your tax adviser.

How do minimum order quantities work in cosmetics wholesale?

Minimum quantities depend on whether a product is available from stock or produced for your order, on the packaging unit and on the label language. We state them per product in the written offer instead of a general list.

Typical factors that shape a minimum order quantity:

  • Stock or production: goods from an existing batch can usually be supplied in smaller quantities than a production run.
  • Packaging unit: products are packed in cartons; quantities are often calculated in full cartons or pallet layers.
  • Label language: a label in a language that is not yet printed may require its own print run.
  • Mixed orders: several categories, for example olive oil soap, shower gel and body lotion, can be combined in one order.

The full order process is described in our guide to ordering cosmetics wholesale.

Hotel amenities wholesale: what do hotels and spas need?

Hotels and spas need consistent formats for guest rooms, products for treatments and items for their boutique. The available sizes and formats are agreed per enquiry; label rules apply even when products are given to guests free of charge.

Regulation (EC) No 1223/2009 covers products that are made available in the course of a commercial activity, whether in return for payment or free of charge. Guest amenities therefore need the same mandatory label information as products on a shop shelf. If dispensers are refilled from larger containers, clarify labelling and hygiene with the supplier beforehand.

Products often used in hotels: shower gel, shampoo, olive oil soap and body lotion. Hotels that want amenities under their own name can use private label. Please tell us the number of rooms or treatments and the formats you have in mind.

Natural skincare wholesale for shops and concept stores

Retailers usually start with a small, clearly explained selection, such as soap, shower gel and body lotion, and add face care and gift sets later. Before ordering, check label language, remaining shelf life and how the products fit your shelf.

As a distributor under Article 6 of the EU Cosmetics Regulation, a retailer must check before selling that the label information is present, that the language requirements are met and that the date of minimum durability, where applicable, has not passed. Our wholesale guide explains what to check.

For seasonal sales, gift sets combine several products in one box. Daily care such as face cream is explained in detail on the product pages, which helps your staff advise customers.

What do online shops and marketplaces need from a cosmetics supplier?

Online shops need complete product information: INCI list, nominal content, images, usage instructions and warnings, plus the name and address of the Responsible Person. Marketplaces such as Amazon often ask for additional documents before a listing is approved.

Customers cannot read the label before buying online, so the product page should show the same essential information. Since 13 December 2024, the General Product Safety Regulation (EU) 2023/988 (EUR-Lex) has also set information duties for online offers; to what extent they apply alongside the Cosmetics Regulation should be clarified with your adviser. Check each platform's own requirements before listing, as they change regularly.

Which documents do cosmetics wholesale suppliers provide?

As a rule, retailers receive the INCI list, product information, label content and batch or durability details. The full Product Information File stays with the Responsible Person and is made available to the authorities.

  • INCI list for each product, in the order shown on the label
  • Product information: nominal content, use, precautions
  • Label content or label drafts for your market
  • Batch number and durability on the delivery documents or the product
  • Invoice and delivery note, with the agreed delivery terms

A safety data sheet under REACH is not normally required for finished cosmetic products intended for consumers. Background on the legal framework: Regulation (EC) No 1223/2009 (EUR-Lex) and our guide to EU cosmetics rules for importers.

Do you supply natural cosmetics wholesale to the UK and the Netherlands (Holland)?

The Netherlands is part of the EU single market, so the same EU rules apply and there are no customs duties. The UK has its own cosmetics law since Brexit; deliveries there are checked per case and are not guaranteed.

Netherlands: products notified in the CPNP can be sold across the EU. Member states may require certain label information in their own language (Article 19(5)), so check which details must appear in Dutch.

United Kingdom: natural cosmetics for Great Britain need a Responsible Person established in the UK and a notification in the UK service SCPN (GOV.UK). Northern Ireland follows different rules. All non-EU markets are explained in our export guide for the UK, USA, Canada and Australia.
